About Philip Be'er

Qualified Mediator (Q.Med) · Trauma-Informed Counseling Specialist · SAFE 2B Psychological Safety Training Curriculum

Philip Be'er has spent his career trying to answer one question: "Why do smart, capable, well-meaning people keep hurting each other?"

Not because they are bad. But because they are human.

Because they carry nervous systems shaped by experiences they didn't choose, responding to threats that often aren't really there, using strategies they learned long before they had the words to describe them.

That question is the foundation of everything Philip does - as a coach, as a counselor, a trainer, and as the creator of the SAFE 2B Psychological Safety Curriculum.

Qualifications & Background

Philip is a Qualified Mediator (Q.Med) and Trauma-Informed Counselling Specialist based in Victoria, British Columbia. He works with individuals, teams, and organisations across Canada — primarily via Zoom, with in-person services available on Vancouver Island.

He is the creator and lead developer of the SAFE 2B series: a comprehensive psychological safety curriculum built from scratch, grounded in neuroscience and developmental psychology, and designed to change the way people experience themselves and each other in workplaces and elsewhere.

Philip coaches leaders, managers, and individuals, one-on-one and in small groups, through the SAFE 2B curriculum toward genuine mastery of the four program goals:

Understanding yourself
Understanding others
Feeling safe inside yourself
Creating safety for others

This coaching work is at the centre of his practice.

The Philosophy Behind the Work

Most approaches to psychological safety focus on what people should do differently. Philip starts with something more fundamental: why people do what they do in the first place.

When someone is in fight, flight, or freeze - when their amygdala has hijacked their prefrontal cortex - they are not capable of the clear, empathetic, intentional communication that psychological safety requires. Coaching them on what to say in that moment is not useful. What is useful is helping them understand their own nervous system deeply enough that they can recognise what is happening, regulate it, and choose a different response. This is one of the things that SAFE 2B coaching has been designed to do.

The goal is not compliance with a new set of behaviours. The goal is mastery - a genuine, embodied shift in how a person understands themselves and others that makes safe behaviour the natural, automatic response rather than the effortful, conscious one.

A Personal Note

The ideas in SAFE 2B are not abstract theories. They represent a lifetime of observation and study informed by Philip's long and rich personal journey - looking honestly at the patterns in his own nervous system, the habits he carried from childhood, the parts of himself he spent decades hiding, and the cost of all of that to his relationships and his work.

The curriculum was built upon his acquired wisdom. It is the most personal thing he has ever made. And it is for everyone who has ever looked at their own challenging behaviour under duress and thought: What gets in the way of with my desire to act with grace, kindness, rationale and compassion when I'm triggered?
